Is there a test package building machine available?

I have a bug report in building one of the packages I maintain which I
cannot duplicate on my machines.  I was hoping to attempt to build the
package on master.debian.org but it doesn't have the debhelper package
installed.

Is there another machine available to package maintainers to test and
debug their packages?
