PS-Tricks (by the same author as seminar) falls into this same
category.
Actually, a large chunk of teTeX may be considered to fall into the
non-free category due to the requirement of *many* of the standard
latex packages that the .dtx files be distributed alongside the .cls
and .sty files, which last I checked the teTeX .deb's didn't (although
of course they are available from the debian ftp sites). For example,
array.sty states
%% You are allowed to distribute this file if and only if
%% it is distributed with the corresponding source files in
%% the `tools' bundle.
(not too long ago, I pointed out this consideration to Thomas Esser,
which resulted in the the texmf-src extra tar file for the teTeX
distribution).
