(this is my opinion) Because it is really annoying to provide md5sums
which do not match the real contents of the package. Since not too many
packages have this bug it is better to rebuild them all before the release
and have a clean Debian 2.0 release. If you used debstd for the buggy
package, only a rebuild with the fixed debstd (debmake package) is
required.

It was filed as soon as it was agreed those bugs should be filed, I think.
