Hardly. Of the 574 directories I have under /usr/doc, 449 of them contain
files other than changelogs and copyrights:
joey@kite:/usr/doc>find -maxdepth 1 -type d |wc -l
574
joey@kite:/usr/doc>find -maxdepth 2 -type f |egrep -v copyright\|changelog \
|cut -d / -f 2 |uniq |wc -l
449
Also, see policy 5.3, which strongly suggests installing other docs there. I
don't know why you think we've not following that.
