Yep. Normally I dislike proftpd (I can't stand not having ls */foo*
to find things in the debian archive; the section names are hard to
guess). But master is not intended to be used as a debian archive.
Most of the ftp sessions are probably mirrors, or Debian developers
uploading their packages.
