In that case I think pkg-order is way more than just ordering
packages, for pkg-order is specifically designed for pre-depends, and
configure-now packages (something deity was talking about a while
back).
In fact, the optimal solution (minimal number of runs) can be
proved to be handled by topological sort algorithms.
