Directories contained in more than one package, without --force-overwrite

Hi,

I just noticed that both ppp and fetchmail contain /etc/ppp as a directory,
and this causes grief if when not using --force-overwrite.

The reason they both contain /etc/ppp is because fetchmail contains scripts
for the new ip-up/down runparts stuff:

  /etc/ppp/ip-up.d/fetchmail
  /etc/ppp/ip-down.d/fetchmail

but fetchmail does not depend upon ppp (quite rightly) so cannot assume that
/etc/ppp is already there.

It seems reasonable for fetchmail to do this, and it would also be nice if ppp
and fetchmail could be in either order and produce the same result.

How does one achieve this ?

Cheers, Phil.
