Yes. Why not?

This way we would have libc6-kernel-headers_2.0.32-1, and not
kernel-headers-2.0.32_2.0.32-1, and it would be much clear (having
2.0.32 in the package version, not in the name itself) that we only
provide a *single* set of headers for normal libc-dev development.

Only those who want to use another set of kernel headers will have to
care about the symlinks.

This would have also the advantage of not having to explain our users a
hundred of times why we were saying we didn't like symlinks and finally we
ended up using them...
