No, it has been orphaned due to old source format.
I took over its maintenance, but I'm waiting for the new versions of
Emacs{19,20} to release it, since all Emacs add-on packages will have to
implement a new procedure to byte-compile elisp files, as proposed by Rob
Browning.
I will put it into contrib anyway, since it depends on pgp which is
non-free.
