Well, I'm a nondeveloper and in the process of learning dpkg and
reading the various policy documents. Being on the debian-devel list 
(and posting a couple times) has helped to show me what the Debian
project is like, and why I'm going to be joining it soon. 

Perhaps a more moderate suggestion would be to have a moderator
for non-developer posting where inappropriate ones are politely
refused.
