intent to package mupad

	I have packaged mupad.  There was someone else who was interested.
If anyone wants to take it, I will give it up, but since no one has done
it....
	I'll have to get the new debmake before I upload. (Also my other
packages (pdl,pgplot,pgperl) are probably wrong, but they may have wrong
dependencies anyway.
