I like that, with one exception: If something from outside happens
(don't know what, but that could happen), then eighter the board
or the president would be allowed to set a "DFSG change date" before
the anual one.
I wouldn't want the situation where, for exampe someone spotted a
(legal or otherwise) loophole in the DFSG, all maintainers agree that
that loophole should be fixed, and we'd have to wait a year before
we can actually do something about it.
