then you could also add these users to group mouse (if the can get
temporary a group mouse status, they can create something with setgid to
regain that group status anytime). if it is "only" svgalib programs, i
prefer to solve the problem im svgalib.

if svgalib handles also mouse, we don't have this problem.
if not, we could have a "mouseconfig" script :-)
