But what if "any user competent enough to build a package and upload

a developer because he doesn't want or even risc to run 'unstable'?
What if this user simply wants to contribute to 'stable' using it as a
working basis 'unstable' still can't provide given it's development
character?  I'd simply like to see an option to refine 'stable'
grounded on it being a well tested and reliably working system.
