dpkg 1.4.0.19 won't build

I've been trying to get dpkg 1.4.0.19 to build on a 1.3.1 system with
some hamm updates, and I have not been having a great deal of
success. Firstly, due to the lack of source dependencies, exactly
which versions of the tools I needed was very unclear. Having
upgraded to pretty much the latest version of most things I find:
