I was just about to post the same thing myself. This is quite true.

Furthermore, it may make things nicer for the end user if the user
could specify the base of the mirror and have Deity aquire all package
files for all distributions and all sub-dists that are on that mirror. Ie
it would get a Packages file for every directory in the dists/ directory.

Keep that in mind when designing the layout -- ie no extra directories
or links off the dists dir and so on..
