In this case, yes, but not always. alt-gcc and *-altdev are
not obsolete per se...

This kind of thinking would lead to something similar to
"non-free" and "contrib": ;-)

* obsolete - this section is for obsolete packages,
             including libc5. Most packages here are
             unmantained.
* compat   - this section is for packages that depend on,
             or are intended to support, packages in
             "obsolete".

I don't know if this is a good idea. If it is, maybe it
should be moved up the hierarchy to the "support" level
(beside non-free and contrib). This would make it very
clear that these packages can be distributed, but are
not supported and users are encouraged not to use them.
