It does.  It's non-free.

I think Bruce sold original "official" CD's for a lot more than $10,
and quite a few other companies I know of sell Debian CD's for approx $10,
or more. Anyway, the DFSG say there can be no restriction on the amount
of money the CD's are sold for.
