Yes. It might be useful to point libgif's author to some of the FSF's
material on this: in "Selling Free Software"
(http://www.fsf.org/philosophy/selling.html) Richard Stallman addresses
questions like "Will a higher distribution price hurt some users?" and "Will
a higher distribution price discourage use of free software?".
