Re: Why a config. file is preserved by dpkg?



If neither the user nor the maintainer of the package has changed the
config file, nothing is done.  If only one of them has changed the
file, the changed version is used.  If both of them have changed the
file, the user is prompted.

You're seeing the second rule's behavior.  See the packaging manual
9.1 for more details.
