No, packages depending on libc5-dev need to be updated, to depend on
libc6-dev with an -altdev package depending on libc5-altdev. This is to
make sure the -dev and -altdev packages are in sync. Has anyone started
bug-reporting library packages that still depend on libc5 without having a
libc6 version?
