If this feature is implemented, it should be governed by a
meta-question.  An experienced administrator doing his 12th upgrade
that day might want to minimize the re-asking of questions.  However,
a relative newcomer might want to change his answers (having learned
things since answering the first time).  Also, someone taking over
administration of an existing system might not agree with the answers
given the previous time.
