RFC: Splitting manpages into 2 packages

I think that (at least) the "undocumented.?" pages should go in a
separate package, or even back into the man-db package.  I don't have
manpages installed (because they're big), so whenever man regenerates
its database, I get warnings about bad symlinks from any packages which
use "undocumented".
