Probably, but I haven't seen whether the KDE license itself is free.

A good bet might be getting KDE to support both Qt and another free
toolkit.  Good clean patches are the best way to convince the KDE
people to do that.

Another option is a Qt-compatible library that is just a front-end for
a free library.

A Qt-to-free-toolkit is another option.

The best option, IMO, is the first one.  Otherwise, you're encouraging
people to write Qt-compatible software.  I'd rather encourage people
to write software for a free toolkit, wouldn't you?
