I can't reproduce this:

marco@wonderland:3:~$id
uid=1002(marco) gid=100(users) groups=100(users)
marco@wonderland:3:~$su uucp
uucp@wonderland:3:/home/marco$id
uid=10(uucp) gid=10(uucp) groups=10(uucp),20(dialout)
uucp@wonderland:3:/home/marco$exit
exit
marco@wonderland:3:~$su -l uucp
uucp@wonderland:3:~$id
uid=10(uucp) gid=10(uucp) groups=10(uucp),20(dialout)

uucp::10:10:uucp:/var/spool/uucppublic:/bin/sh
(Obviously I don't usually keep a passwordless user on my system :-) )

dialout:*:20:md,uucp,ifmail
