What's up with this install-mime stuff.

I have been away from reading my e-mail fro about 2 weeks (my grandmother
is very sick).  Since the backlog got so huge I don't think I will be able
to catch up soon.  I am able to read all new mail, b/c I have it forwarded
to a machine I have better access to. 

Now that the introduction is passed, I was going through the bug reports
on xanim and I saw a mention of when to run install-mime, however I also
saw new package uploads which said davka (explicitly) that the behavior
xanim does now is correct and the bug report is wrong, whats up?
