The setting is done via the package "wg15-locale". Without this package,
you get _tons_ of error-messages about missing locale definitions.

Derive good guesses but let the user confirm. You are right, the keyboard
and the timezone can't be derived from the LANG-variable reliable.
The keyboard is a matter of hardware, the timezone can be different in big
countries (although there is one locale for that country).
