Packages that can be extended by the sysadmin search for the
extensions in /usr/local. To make it easier for the sysadmin
to find the proper location, a directory is created when the
directory is installed.

I would prefer that /usr/local were taboo, but I can live with
Guy's proposed scheme (which is essentially current practice,
if not official policy).
