Using teTeX as a model rather than a base seems reasonable, and I
think that all the things that NTeX has over teTeX could then become
add on packages. This approach would give us a reasonable level of
independence, while profiting from teTeX's improvements. It also
helps us on the multi-platform front since unlike NTeX, it's not so
platform specific.
