"special files" (every file has an inode - so don't call them inodes)
are currently installed by the "base" package. It currently creates
them at package-creation time and has dpkg install them, but this may
change to creating them at package install time. The shell MAKEDEV was
so slow that creating them at run-time was not an option before.
