how do I compile without statically linked libraries?

Hi,

I have a rather mundane question: How do I compile without statically
linking in libraries?

I am feel like this is probably a pretty simple thing, but I haven't
figured it out yet.

I am currently working on the tin package, which I maintain (okay, well
sort of maintain), and I am trying to take care of several problems that
have arose along with convert to the latest packaging guidelines.

Thanks for your help.
