are these considered bugs :
 - usr/doc/copyright		location has changed
 - usr/doc/examples		location has changed
 - no usr/doc/PACKAGE		this directory must exist
 - usr/doc/PACKAGE/copyright	this file must exist (with this name)
 - usr/doc/PACKAGE/changelog.debian.gz	mus exist, with this name, gzipped 
 - usr/doc/PACKAGE/changelog.upstream.gz	same here
 - usr/info			files not gzipped
 - usr/man			files not gzipped
 - usr/doc			files > 10k not gzipped
 - files not owned by root	(standart files should)
 - files not owned by root (grp)	same here
 - directory not mode 775	standart permission
 - files not mode 644		standart permission ?????????
 - binary files not mode 755	standart permission 
				(use suidmanager for suid files ?)
 - no man page for a file in *bin/	all files should have manpages

i've written a small script to check these things, and found hundrets of
uncompreessed man pages, missing manpages, large files in usr/doc
uncompressed. strange permissions (444 is ok for normal files, and
executable for shared libs, but 777 for /lib/libm.so.5.0.7 is strange).

i will upload all bugs i found when i had time to check, that they were
not reported before and i have filtered out non-bugs (permission 444,
permissions 555 for shared libs).

should non-standard names like "Changelog" "changelog.DEBIAN", not
compressed "changelog.debian" etc. reported as bugs ?
