I would suspect that any package that calls perl in its postinst is also
susceptable to this problems.  Since I was at one point told not to bother
putting in dependancies on essential packages, others may be doing the
same and could also cause the same type of error.

I suppose this could also happen with all of the other "essential"
packages, though most don't do anything in their configuration that
would leave them in an unworking state.

This is more of a potential issue for fresh installs and large upgrades
since those are the times that both perl and a package with a missing
dependancy are likely to get installed at the same time.  In other words,
it's a prime candidate to show up with a new release of Debian.
