When exactly does dpkg check for those bits? Having a script to call
allows for a decision to be made setgid/uid or not in postinst.

Same with suidmanager in case you are using debmake. You can of course
bypass suidmanager and still do it the old way. Package maintainers dont
have to do anything different if they dont want to use suidmanager.

suidmanager will automatically build list of files that are candidates
for overrides, dpkg will not.
