Dpkg-ftp is useless without networking, and that would
not fit on the floppies either. I think the best solution is to put
together a document on what packages (perl, netbase, netstd, dpkg-ftp)
you need to install in order to have dpkg-ftp work.
For 1.3, we might try working on a base system that doesn't need perl.
This would mean a rewrite of dpkg-ftp (to what? C, C++, or shell?)
and a few postinst scripts. Then we'd be able to fit the entire base
system on 3 floppies with no half-packages.
