rewriting dpkg-ftp might not be practical and if it isn't why not have a 
simple program c program that ftp's the needed files for dpkg-ftp and 
then you run dselect with dpkg-ftp.

Is there anyway the 1.1 disks could be used to get dpkg-ftp to work.
