I am not very clear on what you are exactly trying to do.
All the files installed by a package are listed in
/var/lib/dpkg/info/<packagename>.list
but this list does not contain md5sums as far as I know.
suidmanager depends on interaction from the packages. If a package does
not use suidmanager but you have a "user" line in /etc/suid.conf then you
have to run
suidregister
to refresh permissions of ALL registered files after an upgrade of the
package.
Implementing suid.conf without any postinst,postrm scripts would mean
that dpkg has to incorporate some functionality that debmake 2.X provides
now by generating appropriate scripts.
