Bug#5308: Overlap between base and makedev

I didn't get a chance to break passwd/group out of base this week as I was
busy with Web Standard issues (and having a life). I'll do it this weekend.
We have a volunteer to manage passwd/group so these issues should be fixed
before 1.2 .
