Bug#5002: base installs in /usr/local

Firstly, if `base' is meant only to be installed once and never to be
upgraded then it should not be in the distribution directories.
Secondly, I think that there are several things that `base' ought to
do when upgraded, so I think it should be suitable for upgrade. It
needs to be able to update /etc/passwd and /etc/group to include new
preallocated users and groups, to add new /dev files which aren't
there at the moment, and to do things like updating /etc/issue and
/etc/debian_version to have the new version number.
Thirdly, I don't think that base needs to be split up to do this.
It's already small enough as it is.
