Bug#5002: base installs in /usr/local

Agreed. Whoever takes over initial-passwd and initial-dev can convert
them to upgrade correctly. I just want to get them right for 1.2 and get
off of the critical path for release.

I want to split it for administrative reasons. I want to have one person
who is the passwd/group maintainer, and one person who is the /dev
maintainer, and one to maintain what is left of base once those two
tasks are removed. The reason for this is that passwd/group seems to need
to be changed _frequently_, and /dev often though less frequently than
passwd/group. Thus, while the packages are small I think they would profit
from being broken out and having separate maintainers for those areas.

Does this make more sense to you?
