  Okay, so I don't make it depend on anything?  It requires perl and libgpm
to be able to compile at all.  I guess I just put libc5 and gpm as the
dependancies, right?

  Okay, done.

  Now, what do I do to actually generate the source package? 
Do I run dpkg-buildpackage?  

  Also, what do I do about this:  FTE requires read/write access to the
/dev/vcsa* devices.  Do I add a new group to /etc/groups, and chown the
devices to that?  I'll crosspost this reply to the debian-devel group.
