( i didn't say "we need" i said "IMHO" :) )
to reasons:
1) i just thought that it might be a good idea to give some choice to ppl
installing,
i.e - netbase? sure! what network daemon you want with it -
xinetd/inetd?
2) it will help alot to instalation process of xinetd

speaking of update-alternatives, where can i read about it?
i.e programmer manual says:
"See the manpage update-alternatives(8) for details"
and the manpage says:
"updatealternatives does not have a useful man page"

well, i wouldn't do that unless it's necessary
this version of xinetd simply puts

if [ -x /etc/init.d/xinetd ] ; then
exit 0
fi

(and after that all the regular netbases script)
all the solutions you offering hopefully would fix xinetd (*bow*)
installation problem, but i am still sure that if we debianaized
xinetd, we should give the choice between inetd/xinetd and not put
xinetd in lower priority.
