Bug#5014: diald won't do what I want

Thank you for the script, but I don't see how it addresses either

(A) the fundamental flaw in the implementation of impulse as a
mechanism to save on phone charges, or

(B) my specific desire to routinely leave diald in a state of "idle
and ok to disconnect, but line left open".
