Bug#4946: libc5 5.4.7 doesn't include shlibs file

The package doesn't include a shlibs control file:

This is a serious bug because rumor is that packages built under this
library may not run properly under 5.2.7.  I suggest that the shlibs
file read as follows:
libc    5   libc5 (>=5.4.7-1)

Let me know if I'm wrong about this.
