The problem with this proposal are exising UN*X clusters. Unfortunately, many comercial systems start allocating normal user accounts from 100 (or 101) upwards. So if you want to add a Debian box to an existing cluster, you have to follow the existing policy or renumber all accounts to accomodate Debian. This is the reason why, after a long discussion on debian-devel, Ian decided on the compromise mentioned above.
The ranges of UID's for normal users and for dynamically allocated are a local site decision.
