Bug#4849: etc/passwd contains entries above 99

Would it not be a good idea to work towards a range of 0-999?  Eventually,
it might be nice to have this extra space.  If the default starting userid
were set to 1000 today, it would mean less problems in the future should
it become necessary to have the extended reserved range.
