Not if you sent a pack of disks there, or take it there yourselves.
But this was only the funny argument, you didn't react on the serious
and more important one.
Having a set of disks where for example all net related things are
gathered for systems with no net connection or a broken one, or for
update puroses?

I wouldn't like that as well, but I would like to make partial
installs from floppy if possible.

Or the standard packages (quite a few) but then again that would
require splitted packages in the archives (having complete AND
splitted ones is waste of disk and mirror space).
But if we would only split the standard packages, this would make
Debian a bit mysterious distribution, then it is much better to split
all the packages into 460k sized chunks and make directories (full of
symlinks) representing floppydisks.
