It will if you add "ABORT 'NO CARRIER'" to the chat command line in
ppp-connect. My chat line looks like:

/usr/sbin/chat -v ABORT BUSY ABORT 'NO CARRIER' "" ATM1DT$phone CONNECT "" ogin: $login word: $password

and it aborts fine when there is no dial tone.
