Please do ask. I have suggested this same scheme (embedding the
restricted functionality in a small shared library) to the people who
are concerned with RSA/SSL encryption. In that case we need three
different versions of that: one for U.S. use, one for non-U.S. use, and
one for use where you must disable encryption (countries like France).
