Bug#2296: Version number of the whole Debian system?



I'm continuing discussion on an old bug.

We have /etc/debian_version, but I don't know if this is updated
when base packages are updated.

However, I think it should be stated as:

	* The version of the Debian system you initially installed,
	  or completely upgraded to, and if you have updated anything
	  since that.
